Ambassador Joseph was nominated and enrolled at the
United States Naval Academy from 1967 to 1969, at the height of theVietnam War . He went on to complete his studies for hisbachelor's degree atSt. Louis University , graduating in1971 . 2004 , Joseph received the National Defense University President's Award for Individual Achievement as well as the National Nuclear Security Administration Gold Medal for Distinguished Service.
