Upper Nepean Scheme . The Avon Dam, which is the largest of the four upper Nepean dams in the scheme by capacity, was commenced in 1921 and completed in 1927 to serve the Sydney area. In 1963, it was diverted to meet the increasing needs of the Illawarra region and today supplies all of Wollongong.
