El Paso, Texas . The station is owned Channel 38 Christian Television, which signed the station on the air onApril 15 ,1989 .The call letters, following the K, initially stood for "Saint Clements Episcopal," as the station was originally intended to be an outreach by Saint Clements Episcopal School, in downtown El Paso.
