Bill Clinton appointed longtime Democratic U.S. RepresentativeLes Aspin to the post of Secretary of Defense, and aspecial election was called to fill his seat. Aspin had represented ushr|Wisconsin|1 for 22 years, and had easily won re-election time and time again.Despite this, Barca barely managed to defeat Republican challenger
Mark Neumann , winning by only 675 votes; in the 1992 election, Aspin had won with 58% of the vote. Barca would serve out the remainder of Aspin's term. In the 1994 election, however, Neumann ran again, and this time defeated Barca by a slim margin.External links
