Fulton was born in Scotland in 1900. ] He was awarded an honorary Doctor of Laws degree by the University of Dundee on 6 July 1970. Fulton was involved with many institutions and was elected a fellow of the Institution of Civil Engineers, the Institution of Mechanical Engineers, the Institution of Electrical Engineers and the Royal Society of Edinburgh. In addition he was He was also elected a member of the Smeatonian Society of Civil Engineers in 1972. Fulton was appointed a Commander of the British Empire. He died in 1983.
