Hist., 23(1), 1995, 1-25.] Farquhar, during his administration at Penang, began public works activities to improve roads, water supply and the fortification of the settlement. Prior to his appointment as Governor of Penang, Farquhar, a British East India Resident (Amboyna) who had received a demotion following the Governor of Madras' displeasure at Farquhar's initiative in attacking and capturing the Dutch settlement of Ternate. Impressed with Farquhar's initiative and direct approach, Wellesley offered him the governorship of Penang.
