Ibrahim Ismail Allam is an alleged member of al-Jihad living in Germany. That Mahmoud Jaballah had phoned him in July 1998 to pass on a message constituted part of the Canadian Security Intelligence Service's (CSIS) allegations in favour of detaining Jaballah as a suspected terrorist.Canadian Security Intelligence Service, [http://cas-ncr-nter03.cas-satj.gc.ca/rss/Jaballah.pdf Summary of the Security Intelligence Report concerning Mahmoud Jaballah] , February 22, 2008.]
