The story begins with the kidnapping of 15 dalsildhars in dfferent districts of Tamilnadu. The reason behind it is found to be Corruption. The whole of Tamilnadu Government gets shooked about the kidnap. The kidnap plan has been carried out by a movement called ACF (Anti Corruption Force). The top fifteen officers who carry reports of corruption for doing their duty. The leading one is killed before the other 14 officers and the 14 officers are freed.
The kidnapping continues in every government departments. At one instance the police department officers are also got kidnapped. As a result of this the Corruption is reduced in Tamil Nadu.
The police investigates the case in a very seroious manner, but they are much confused to choose the way of investigation. At this point, a driver in the police department, Yugi , has clever ideas about the case and wishes to involve himself in the case. But the government officials insult him. He takes medical leave and travels in his own way to investigate the case.
Vijayakanth, plays as a college professor in National College. He lives with 4 adopted children who have lost their family in different accidents and murders.He comes to have friendship with a college girl. The college girl also become a part of the family.
At the end of Yugi's investigation, he finds that the kidnappers are all the students of National College. He goes to National College to investigate all the Professors as a driver, hence he is refused to investigate.
In the meanwhile , Ramanna the leader of ACF takes actions in the places where Corruption rules. The hospital scene is the best scene to prove that. He reveals the Corruption in a hospital with the help of a dead body and closes the hospital. The owner's son of the hospital suicides after the incident.
Vijayan, the hospital owner becomes angry and tries to find the man for the cause his son's suicide. He finally finds that it is the man whom he have attempted to kill a few years back.
The Corruption gets reduced completely in Tamilnadu which becomes a great headache for those who give bribe for big issues. Vijayan starts the corruption again by threatening the official's lives.
ACF becomes vexed and plots to kidnap the leading 15 villains who are involved in the activity. The college girl overhears the conversation and tries to stop the plot. At this point, Ramanna opens his flash back (the reason for organising ACF)
He is a normal man leading a happy life with his pregnant wife (Simran) and a girl child. The apartments they were living in, is damaged completely due to a building of bridge nearby. He loses his family in that. He learns that the root cause for the chaos was corruption and goes to the Collector Office with all the evidence to punish Vijayan, the man behind everything. But, there he find that all the officers there are also corrupted.
A fight goes on and finally Vijayakanth is beaten up and thrown in some place. The villain believed him to be dead. Some medical students who were on a tour found him wounded and saved him. That time onwards Ramanna believes that student power can change anything. hence he becomes a professor in National College, where he is also a NCC officer. he trains students and make them officials in every government office to gove reports on the officials who corrupt.
The college is moved sentimentally and supports their plot.
An officer from the Central Gov. comes to investigate on the case, with the help of Yugi's 99% investigation, he takes several actions to arrest Ramanna. Ramanna surrenders himself after all the students of National College are arrested and beaten up.
Strikes break up all over Tamilnadu to stop Ramanna being hanged. But Ramanna refuses it accompanied with a long talk saying that " Crime is to be punished". Ramanna helds the college girl responsible for the children. Atlast he is hanged.
