Phil Roe

David Phillip Roe, usually known as Phil Roe (born July 21 1945), is the mayor of Johnson City, Tennessee and the Republican nominee for ushr|Tennessee|1 in 2008.

He has been the mayor of Johnson City since 2007, having previously served as vice mayor from 2003 to 2007. He then ran a successful OB/GYN practice in Johnson City for 31 years, delivering over 5,000 babies.

Roe defeated incumbent congressman David Davis in the 2008 primary by only 500 votes. Roe had previously run for the seat in 2006 when 10-year incumbent Bill Jenkins announced his retirement, but was defeated by Davis.

Roe will face Democrat Rob Russell, an instructor at East Tennessee State University, in the November general election. However, Roe is overwhelmingly favored to be the district's next congressman. The 1st is one of the few ancestrally Republican districts in the South; it has been in Republican hands continuously since 1881, and Republican nomination is almost always tantamount to election.

In a district known for giving its congressmen very long tenures in Washington, Roe has promised to serve only 10 years (five terms) in the House.
