Steelbeak is F.O.W.L.'s chief agent, an anthropomorphic rooster who literally has a beak of steel which he can break strong materials with (how exactly he got it goes unexplained). Suave and debonair, this tux-wearing villain is calm and collected most of the time, but can be angered when his plans start to fail. Steelbeak is a very laid back villain, his suave nature prohibits him from getting his hands dirty unless it's absolutely necessary. He can't stand Darkwing or his smoke filled entrances, his ties to F.O.W.L. allow him to rely on the strength of F.O.W.L. to do his dirty work for him. Often Steelbeak is supplied with a new weapon (robotic bear, Taurus Bulba, stolen rocket) and he simply uses it to try and initiate F.O.W.L.'s latest take over the world scheme.

His name and "power" is a nod to the James Bond villain, Jaws, and his attitude and dress are patterned after Emilio Largo. His name could also be referencing Goldfinger. Once when "Steelbeak" wondered if he should disobey F.O.W.L. his reflection in a mirror reminded him that when his predecessor tried the same thing, F.O.W.L put him through six trash compactors. Whenever he comes up against Darkwing Duck, his plans always backfire into disaster like Wile E. Coyote. Steelbeak was once paired up with Ammonia Pine, an experience he severely regrets. Her cleaning obsession drove him insane and he intentionally flirted with her to get her to work with him so he could "clean out" several banks. When Pine asked to marry him, Steelbeak burst with laughter and her obsession with cleaning caused him to go mad and roll around in a pile of dirt just to aggravate her (after which she began to beat him about the head with a broom in retaliation).
