The Roosevelt Island Department of Public Safety (RIPSD) is a law enforcement agency in New York City whose duties are to patrol Roosevelt Island, New York, protect the Island’s property including all public facilities, storefronts and certain contracted residential buildings, and enforce state and city laws on the Island. The department is manned by approximately 50 officers, making it one of the smallest law enforcement agencies in New York City. The department has a close relationship with the NYPD's 114th police precinct, which is the precinct that covers Roosevelt Island.

Equipment and Uniforms

Roosevelt Island Public Safety officers wear the dark blue "NYPD" uniform with the NYC Special Patrolmen patch on their left arm and the Roosevelt Island Department of Public Safety patch on their right arm. The department uses marked police cars that are painted white with blue decals. Power and Authority

Roosevelt Island Public Safety officers have Special Patrolmen status which gives them peace officer powers. With peace officer powers, officers can make warrantless arrests, carry and use handcuffs, issue summonses, and use physical and deadly force.

Training

Roosevelt Island Public Safety officers complete a 12 week in house and on the job training course which includes training in penal law, police science, powers of a peace officer, arrest procedures, traffic stops, "police style" on the beat patrolling, vertical patrolling of housing units, park enforcement, and basic life support/CPR.

History

Prior to the creation of the RIPSD, the law enforcement arm of Roosevelt Island was the Roosevelt Island Police Department from 1979-1981 and the NYS Division of Housing and Community Renewal Police from 1981- approx. 1985. Both police departments were staffed by peace officers, and members had statewide jurisdiction and powers both on and off duty. The RIPD was renamed NYS DHCR Police, and were armed with standard issue NYPD .38 special revolvers. When the DHCR Police was disbanded, officers were unarmed and the department was renamed Roosevelt Island Public Safety Department.
