There will be one automatic qualifier for Rugby World Cup 2011, from the Oceania region. The qualifiction process will resolve around the 2009 Oceania Nations Cup, with the winner going on to play Samoa.
The First stage will see a six team Oceania Nations Cup, with all the IRB member countries taking part. The six teams will be split into 2 pools of 3 (East & West) with the winners playing a two legged playoff to decide the winner. The winner then will proceed to the final qualifier against Samoa, another two legged playoff to decide the Oceania Qualifier.

The Six lowest ranked IRB members enter the competiton being split into 2 pools of 3. The Winners of each pool qualify for the final.
