Early Life

Ramiengar was born in a traditional Vaishnavite Brahmin family of Vembaukum, Madras Presidency.cite book | title=Representative Men of Southern India| last=Pillai| first=Govinda Paramēṣvara | pages=115| authorlink= |coauthors=| year=1896| publisher=Harvard University| location=|id=] He was the youngest of three sons. cite book | title=Representative Men of Southern India| last=Pillai| first=Govinda Paramēṣvara | pages=269| authorlink= |coauthors=| year=1896| publisher=Harvard University| location=|id=] Ramiengar's father was a clerk in the service of the British East India Company.Nita Kumar, Pg 7] He graduated in law from Madras University in 1846 along with Sir T. He rapidly rose in fame as a lawyer and soon qualified for the Provincial Civil Service. Ramiengar was a nominated member of the Madras Legislative Council.

As member of Madras Legislative Council

In 1871, Ramiengar, as the additional member of the Viceroy's Council to introduce legislations, proposed a bill to remove defects in the Religious Endowments Act of 1863, but this bill was rejected by the Government on the pretext that it was "radically incomplete and would certainly fail to attain its object"cite book | title=Hindu and Christian in South-east India: Aspects of Religious Continuity and Change, 1800-1900| last=A. As Dewan of Travancore

Ramiengar moved to Travancore in 1880 after his retirement from the Madras Civil Service.cite book | title=Travancore State Manual| last=Nagam Aiya| first=V. | pages=609| authorlink= |coauthors=| year=1906| publisher=Travancore Government Press| location=|id=]

Loyalist

Ramiengar was a loyalist and Anglophile. Ramiengar is described by Chatterjee and Mukhopadhyaya in the following words:

Sir Alexander Arbuthnot, prominent British businessman, administrator and a former Acting-Governor of Madras, was a close friend of Ramiengar and often spoke highly of him. He even said once that he always relied on the integrity and sound principles of the latter.cite book | title=Imperial Conversations: Indo-Britons and the Architecture of South India| last=Jayawardene-Pillai| first=Shanti| date=2006| pages=36| id=ISBN 8190363425, ISBN 9788190363426]

Criticism

Ramiengar was often criticized for his liberal political views and loyalist tendencies. During his tenure as Dewan of Travancore, Paramesvaran Pillai anonymously published articles on the Dewan in which he launched scathing attacks on the latter's policy of favoring non-Malayalee Brahmins in the administration in place of Malayali people.cite book | title=The Indian Economic and Social History Review| last=Delhi School of Economics| date=1977| pages=260| publisher=Vikas Publishinbg House]
