He graduated from
Harvard University in 1882 andHarvard Law School in 1884. He was admitted to the bar ofMiddlesex County in 1885 and commenced practice law inConcord, Massachusetts .He was a member of the
Fifty-second U.S. Congress , serving in the House of Representatives fromMarch 4 ,1891 throughMarch 3 ,1893 ). He was a Democrat from a prominent family of Republican politicians; he became a MassachusettsMugwump leader as president of the Young Men’s Democratic Club of Massachusetts, 1884, during the presidential campaign for DemocratGrover Cleveland in 1884. Hoar was U.S.district attorney for Massachusetts, 1893-1897.He was director of the
Massachusetts Volunteer Aid Association , during theSpanish-American war and served in several US Army hospitals in the South.Family
