"Network neutrality" refers to one or more of the following:

# Network stratification - the political debate about the future usage of the Internet.
# The satisfaction of all network application needs fairly. Any particular internet host, protocol, or application should not receive preferential treatment, except to ensure correct operation of the network or protocol.
# A network that permits all non-harmful network devices, that have network connections providing common levels of service, to communicate over the network using those common levels of service.
# Government regulations that would mandate neutrality on carriers' networks.
