A Saudi religious scholar, Hamud bin ‘Uqla al-Shu‘aybi has been seen as a radical element [Cook, David. "The Implications of "Martyrdom Operations" for Contemporary Islam", Journal of Religious Ethics Volume 32, March 2004] since at least 1994 when he was quoted by Osama bin Laden in his , and several weeks after the Invasion of Afghanistan.
