The National Civil Service League was a United States government reform non-profit organization founded by patrician reformers in the 19th century. New York Times, December 16, 1897, ] It became an advocate for civil rights in the 1960s, promoting "good government" which it defined as merit-based hiring and promotion of government employees at the municipal, state and federal level.
