] The government will be bringing in legislation to establish Ofqual as the regulator of qualifications. Until this legislation is passed, they will operate as part of the Qualifications and Curriculum Authority. Afterwards, the regulator will be accountable to Parliament rather than to government ministers. It began its interim work on 8 April 2008.

Ofqual's acting chief executive is Isabel Nisbet, who was previously the director of regulation and standards at the QCA.
