:Alain Kanyinda (born on 28 January 1966) is a
diplomat and an official of theUnited Nations , currently coordinator of the decentralisation and local government programme at theUnited Nations Human Settlements Programme .Education:
With a solid academic background and a wealth of professional experience mainly at the international level, Alain Kanyinda is one of promising African elite, who can make a difference at the highest level of responsibilities in public affairs and diplomatic services. He holds two Master Degrees, one - in political sciences and a combination of philosophy, social sciences and communication, and the second – in advanced international studies (MAIS), with a focus on international law and international organisations. He is an
alumnus of the prestigiousDiplomatic Academy of Vienna also known as ""Vienna School of International Studies", which has moulded various generations of Austriandiplomats . After taking temporarly leave from his PhD Programme in 1994, he is currently preparing a thesis as a contribution to the debate on the role oflocal government in both the local and international development.Major achievments:
He has dedicated his diplomatic skills and knowledge of the international politics to facilitate crucial
peace negotiations and advance thedevelopment agenda . While working at the Department of Development Cooperation of the Federal Ministry for Foreign Affairs of theRepublic of Austria (1998-2000), he played a considerable role in thepolitical mediation onTogo and theArusha peace process onBurundi before joining the United Nations in October 2000.He has been instrumental in coordinating the work of a recognised interntational group of experts on decentralisation (AGRED) established by
UN-HABITAT , as well as in drafting and negotiating the adoption by the Governing Council of UN-HABITAT of the international Guidelines on decentralisation and strengthening of local authorities, a key instrument for promoting good governance and the rule of law at the local political level. He is also the Executive Secretary of the United Nations Advisory Committee of Local Authorities (UNACLA), a unique body in its nature that has been the interface between the United Nations system and the world of local authorities since January 2000.External links
