Windy Hill is a hill of the Pennines, in northern England. It lies on the border between Greater Manchester and West Yorkshire. It is close to Junction 22 of the M62 Motorway. A radio transmitter is located at the summit, it being just within the boundary of the Metropolitan Borough of Rochdale, above Milnrow and Denshaw.

It is a popular walking area as it is on the Pennine Way. Nearby landmarks are Blackstone Edge and White Hill.
