Chase was born in 1834 in
New York . He was educated atMilan Seminary theMedina Academy . He worked as a school teacher and opened a hardware store before eventually entering the ministry. In 1867 he moved toIndiana to become the minister of the Christian Church ofMishawaka, Indiana . He also pastors in churches in La Porte, Wabash, and Danville.He served one year in the army during the
American Civil War before being discharged due to his health. He becamechaplain of theIndiana G.A.R. in 1886. He was elected as the department head in 1887.He was elected to be
Lieutenant Governor of Indiana onJanuary 14 ,1889 and served until the death of GovernorAlvin Hovey . He was criticized for continue to serve a a presbyterian minister during his tenure. He was inaugurated as governor onNovember 23 ,1891 and served untilJanuary 9 ,1893 . His administration oversaw the expansion of the state's road system and the construction of the state's sailors and soldiers monument.he and died in 1895 in
Lubec, Maine and was buried in theCrown Hill Cemetery inIndianapolis, Indiana .
