November 14 ,1922 in Saint-Jovite,Laurentides and became an accountant, an educator and aParti Québécois activist.Member of the Legislature
Léonard ran as a PQ candidate the provincial district of Labelle in the 1970, 1973 and 1976 elections. He was defeated on his first two attempts, but was successful on his third one.
Cabinet Member
He was appointed to the Cabinet in 1976 and served in different portfolios including Municipal Affairs. He was re-elected in the 1981 election, but he resigned from the Cabinet during the Parti Québécois Crisis of 1984, sat as an Independent by
November 27 ,1984 and resigned his seat onMay 23 ,1985 .Political Comeback
Léonard was re-elected as a PQ candidate in the 1989, 1994 and 1998 elections. He was a Cabinet Minister in the governments of
Jacques Parizeau ,Lucien Bouchard andBernard Landry . The various functions in which he served included President of the Treasury Board from 1995 to 2001. OnMarch 8 ,2001 , he resigned his seat and retired from provincial politics.Federal Politics
Léonard ran as a
Bloc Québécois candidate in the federal district of Outremont in the 2006. He finished a close second with 29% against Liberal incumbentJean Lapierre . Léonard became the party's vice president in 2007 and is active in the 2008 federal election campaign even though he is not currently running for a seat.
