According to Étienne Wasmer, the European social model implies a considerable sectorial specialization of workers. Étienne Wasmer contends that the model is effective during times of macroeconomic stability but weak during macroeconomic turbulence.His favorite thesis is that of the backfire effects of protective legislation: for instance when property owners have to cope with unpaid bills for months because of red tape, they deny leases to poor tenants.
