Zang was born in
Shenyang county ofLiaoning Province in 1885. He traveled to Japan, where he graduated from thecavalry school of theImperial Japanese Army Academy . On his return to China, he was appointed Chief of staff for theKuomingtang Army inJilin Province. Together withYan Yuting , he subsequently became Chief of staff of the business administration section of the Kuomingtang Army headquarters inNanjing . After the death ofManchuria nwarlord Zhang Zuolin , he became governor ofLiaoning Province in 1930.After the
Mukden Incident , Zang initially refused to cooperate with the Japanese and was imprisoned. However, he later decided to defect, and was re-appointed governor of Liaoning Province (renamedFengtien Province) on16 December 1931 . He was part of the North Eastern Administrative Committee orSelf-Government Guiding Board that made plans for a new State ofManchukuo to be established in February 1932.From
21 May 1935 , Zang served as president of the Manchukuo Senate. He later served as Minister for Home Affairs, and was EmperorPuyi 's choice to replaceZheng Xiaoxu as Prime Minister of Manchukuo, (althoughZhang Jinghui was appointed instead at the insistence of the JapaneseKwantung Army ). After the collapse of Manchukuo in August 1945 following the Soviet Red army invasion inOperation August Storm , he was captured and held in custody inSiberia . He was extradited to thePeople's Republic of China in 1950, where he later died in captivity at theFushun War Criminals Management Centre.References
