Charles Matthews is a Little Rock, Arkansas, USA broker and businessman.
On June 23, 1994 he pleaded guilty to trying to bribe David Hale. In exchanged for his bribery plea, he was sentenced to 16 months, and prosecutors dropped charges accusing him of conspiring to defraud the Small Business Administration of $900,000.00. He also received one year of probation. The guilty plea was part of Kenneth Starr's probe into what is known as the Whitewater investigation and report. He was sentenced with his colleague Eugene Fitzhugh. Charles Matthews was also fined $7,500. Charles Matthews served 14 months of a 16 month prison sentence. He came into fornt page National news as a result of the Whitewater investigations.
David Hale is a former Arkansas municipal judge, a former Arkansas banker, Bill Clinton political supporter, and a witness in the Whitewater scandal trials.
