Ōshima was born in Iwamura domain,
Mino Province (currently part of Ena City inGifu Prefecture ). He graduated from the 4th class of theImperial Japanese Army Academy in 1881, where he specialized inartillery . He was sent overseas as amilitary attaché and for studies toFrance andPrussia from 1891-1893Ōshima served on the staff of General
Yamagata Aritomo during theJapanese First Army inFirst Sino-Japanese War . During theRusso-Japanese War , he served on theImperial General Headquarters , and after the war held various administrative and staff positions within theImperial Japanese Army General Staff . He was promoted tomajor general in 1907 and tolieutenant general in 1913.From
9 October 1916 to29 September 1918 , Ōshima was Minister of War under Prime MinisterTerauchi Masatake .
