The town is the result of a municipal merger of Bedouin villages of Shibli and Umm al-Ghanam in 1992. The former town of Shibli became a local council in 1984 and Umm al-Ghanam was established in 1940 as a Bedouin settlement and was recognized by the Israeli government in 1982.
