Chong received a great amount of attention by both Korean and Japanese media during the 2008 East Asian Football Championship. Chong scored 2 goals in 3 matches for the North Korean national team, receiving top scorer honors along with
Park Chu-Young ,Yeom Ki-Hun of South Korea, andKoji Yamase of Japan. Both Korean and Japanese media brought the topic of Chong's possibility to join either of the respective national teams if they had discovered him sooner than the North Korean national team. Chong's striking abilities could been a major addition to either country's forward lineup.Officially, Chong does not hold North Korean citizenship. When Chong turned in an application to denounce his South Korean citizenship at the South Korean embassy, it was abruptly turned down because South Korean federal law does not recognize North Korea as a country. South Korea also does not allow dual-citizenship to any country. Chong still wanted to play for North Korea. With the help of Chongryon (a pro North-Korean factor) organization in Japan, Chong was allowed to receive a North Korean passport. With the use of this passport, FIFA allowed Chong to play for North Korea due to FIFA's dual-citizenship rule: "A player can only represent one country out of the respective countries that he or she is allowed to play for". However, Chong still only holds a South Korean citizenship.
Chong was born in Japan to 3rd generation South Korean parents, who decided that Chong should attend a Chongryon school. This greatly influenced Chong to be pro-North Korean. Chong attended Chongryon schools to his adulthood. Chosun University (조선대학교) is a well-known North Korean school in Japan funded by the North Korean government. Chong decided to play for North Korea after he saw a losing match against Japan during the 2006 FIFA World Cup Final Asian qualifications.
