Arthur Kwok Cheung Li GBS JP (zh-t|t=李國章|s=李国章; born 1945 in
Hong Kong with family roots inHeshan ,Guangdong ) was a member of the Executive Council of theHong Kong Special Administrative Region andSecretary for Education and Manpower from August 2002 to June 2007. He was subsequently trained atMiddlesex Hospital Medical School andHarvard Medical School , before returning to Hong Kong to become the founding chairman of the Department of Surgery and Dean of Medicine at the Chinese University of Hong Kong.His elder brother,
David Li Kwok-po , is a non-official member of the Executive Council, member of the Legislative Council and chairman and CEO of theBank of East Asia . He has two sons,Alexander Li Man-Ying born in 1977 and Peter Li Man-Chun born in 1979. Both graduated with first class honours from Cambridge University in Medical Sciences.Political career
Li's tenure as Secretary for Education and Manpower was marked by an era of education reforms.
Since 2000, the Education and Manpower Bureau has implemented a number of mandates, which include making teachers spend more time with students outside the classroom, adding exams for subjects like English and history, and ordering that teachers take benchmark assessments to prove their language abilities. After instituting wide ranging changes, Li retired from public service in 2007.
