Strategic Communication Laboratories (SCL) is a UK-based company supplying Strategic Communication, Information Operations and Public Diplomacy to governments and military clients around the world. Their approach is unique, and involves the use of very sophisticated forms of audience analysis, system modelling, communications and measurement of effectiveness. As a world leader in strategic communication, SCL has accumulated considerable experience over the years in a wide range of areas.
They are specifically cited in the US Government Accountability Office (GAO) report "U.S. PUBLIC DIPLOMACYActions Needed to Improve Strategic Use and Coordination of Research," which identified problems and recommendations for solutions in contemporary US Public Diplomacy and strategic communication.
