Pennsylvania State University in 1968 with a B.S. degree in accounting. Moore was an ROTC graduate, and served in the United States Army with the ranking of First Lieutenant. He is a Vietnam veteran and the recipient of the Bronze Star and the Army Commendation Medal for meritorious achievement.From 1971 to 1985, Moore worked for the
Gulf Oil Corporation. During his 14-year tenure with Gulf Oil, he rose through the ranks to direct major components of the corporation's accounting and budgeting functions. He entered the public sector in 1985 as the Commonwealth of Virginia's assistant controller for accounting and reporting. In 1988, he was selected to serve concurrently as the University controller for theCollege of William and Mary and as treasurer of its Endowment Association. In 1990, GovernorDouglas Wilder appointed Moore state treasurer. As state treasurer, he served as head of the Department of the Treasury and on 15 state boards and authorities with oversight for more than $20 billion of the Commonwealth's assets. Moore has held licenses as a certified public accountant (C.P.A.) in Texas and Virginia. In 1993, Moore became President of Virginia State University.Moore also serves as Vice Chairman of the Board and Chairman of the Finance Committee of the Central Intercollegiate Athletic Association (CIAA). Other board responsibilities include the Virginia Board of Agriculture, the Virginia Center for Innovative Technology, the Virginia Historical Society and the American Association of Colleges for Teacher Education (AACTE). In June 1999, Moore received a Distinguished Alumnus Award from his alma mater, Penn State. In October 2000, President Moore was the recipient of the Distinguished Educational Leadership Award from the Thurgood Marshall Scholarship Foundation. In 2001, he received another Distinguished Alumnus Award, this time from the Katz Business School at the
University of Pittsburgh , where he completed his M.B.A. degree. In 2000, Moore was elected chair of the Vantagepoint Funds Board, a mutual funds group with more than $8 billion in assets. He also serves on the board of Universal Corporation. He holds an Honorary Doctor of Humane Letters degree for leadership in public service from Virginia State University.As President, Moore has been sued five times by faculty alleging discrimination based on being foreign born, white or Republican.
