Background

Born November 7,1984, Billy is the son of Irish immigrants Billy Costigan, Sr. and his unnamed wife. He is short-tempered and violent, but does have a sensitive side to him. He is shown to be a hard worker, optimistic, and intelligent. He is also very proud of his Irish heritage. This is shown when he beats two Italian mafioso half to death, when they make racist remarks about Irish people. He also quotes Hawthorne, while being interviewed at the beginning of the film.
As candidate to be a State Police trooper in Massachusetts he is rejected because of his connections to Boston's criminal underworld. Instead, Costigan is offered an opportunity to work as a mole within Costello's organization.
