July 25 ,1951 , Nurgaliyev studied foreign languages at the State Pedagogical Institute in Tselinograd (nowAstana ). He joined the Soviet Foreign Ministry, and served from1980 -1992 throughoutSouth Asia . He then was the director of the Department of International Security and Arms Control Department of the Kazakh Foreign Ministry for four years, until he was appointed Ambassador to theUnited States in1996 . In2001 he became Kazakhstan’s ambassador toSouth Korea , and in2003 the ambassador toJapan . He was appointed Secretary-General of the Shanghai Cooperation Organization onJanuary 1 ,2007 .
