WestmorelandPolitical party JLP Dr. Horace Chang is the current Minister of Water, Environment and Housing in Jamaica. Dr. Chang is married with two children and was born on 10 November 1952. He attended New Roads All-age School, Cornwall College, where he served as head boy and 6th Form Association President, and the University of the West Indies.
He has served as Vice President for Young Jamaica, Deputy General Secretary for the Jamaica Labour Party, Parliamentary Secretary in the Ministry of Health, Chairman and Deputy Leader for Area Council Four, Member of Parliament-North West St. James and Opposition Spokesman on Housing and Innercity Development.
As a private doctor and part of the Doctor's Hospital Group, Horace has developed a large and successful prepayment Health Plan for low Income Workers.
