José R. Martínez Cobo of
Ecuador was the Secretary General ofOPANAL ("Organismo para la Proscripción de las Armas Nucleares en la América Latina y el Caribe," which oversees the 1969Treaty of Tlatelolco ) from July 1981 to December 1985.Martínez Cobo received a doctorate in
Jurisprudence andSocial Sciences fromCentral University of Ecuador in 1945. He had joined the foreign service of Ecuador and later was sent as Ambassador to the United Kingdom, Colombia, Uruguay, and Chile and on many more assignments. In 1973 he joined OPANAL as a chairman of the III Regular Session of the General Conference of the Agency for the Prohibition of Nuclear Weapons in Latin America (OPANAL), in Mexico City. Then after this he served as a president to two Ecuadorian delegations to the General Conference of OPANAL in 1975 and 1977.In 1979 he was the Alternate Chairman of the General Conference of OPANAL held inQuito, Ecuador .On
1 July 1981 José R. Martínez Cobo became the Secretary General of OPANAL and in 1985, in spite of being re-elected, he chose to step down and was succeeded by Dr.Antonio Stempel Paris .
