The Ras Lanuf Refinery (RLR) is a topping and reforming
oil refinery in the city ofRā's Lānūf, Libya . RLR is owned by the Libyan Government and operated by theRas Lanuf Oil & Gas Processing Company , a subsidiary of theNational Oil Corporation (NOC).It became operational during 1984 and produces an estimated 220,000

Energy Information Administration (EIA) July 24, 2007] It is a simplehydroskimming refinery, but its products meet market specifications due to high qualitycrude oil . RLR producesfuel oil ,gas oil ,naphtha andkerosene .RLR also produces
petrochemicals , utilizing naphtha as afeed stock to anethylene plant with a capacilty of 1.2 million tpy (tons per year). Its main products are ethylene (330,000 tpy),propylene (170,000 tpy), MixC4 (130,000 tpy) and P Gasoline (335,000 tpy).As of early June 2007, NOC was evaluating investment proposals for upgrading RLR. The total cost of the upgrade is estimated at $2 billion. These expansions will permit the production of
