Gloria Charmian Duffy (b.
September 4 ,1953 ) is a former US defense official and a non-profit executive. Currently she is the President and CEO of theCommonwealth Club of California , the oldest and largest public affairs forum in theUnited States .She served as
Deputy Assistant Secretary of Defense , under Defense SecretariesLes Aspin andWilliam Perry , in theClinton Administration , and was responsible for negotiating the dismantlement and destruction ofweapons of mass destruction inRussia ,Ukraine ,Belarus andKazakhstan . She received theSecretary of Defense Award for Outstanding Public Service in 1995.Dr. Duffy is a Past Chair, and current member, of the Board of Directors of the
U.S. Civilian Research & Development Foundation inArlington, Virginia as well as serving on the Board of Directors of thePloughshares Fund . She serves on the Boards of Trustees ofOccidental College , andDominican University of California , and on the International Advisory Board of theFreeman Spogli Institute for International Studies atStanford University .She holds a doctorate in
Political Science fromColumbia University , and an A.B. from Occidental College. She is the author or editor of a number of books and articles (Blacker and Duffy, International Arms Control Issues and Agreements, Stanford University Press, 1984), and writes a monthly column, "InSight", for "The Commonwealth" magazine.
