Canadian economist . He is theSir Edward Peacock Professor of Economic Theory atQueen's University inKingston, Ontario . He has taught at Queen's University since 1973. He was Head of the Department of Economics at Queen's from 1981-86, and is currently Associate Director of theJohn Deutsch Institute for the Study of Economic Policy.Born in
Regina, Saskatchewan , he earned a degree inengineering at theRoyal Military College of Canada inKingston, Ontario in 1964, student # 6219, and studiedeconomics atOxford University on aRhodes Scholar ship. public sector economics andwelfare economics , with special emphasis on tax theory andpolicy ,redistribution ,fiscal federalism and cost-benefit analysis. His work includes books entitled Public Sector Economics, Welfare Economics, Canadian Tax Policy, Intergovernmental Fiscal Relations in Canada and Economics and the Canadian Economy as well as articles in academic journals. He has been involved in research studies for the John Deutsch Institute, theEconomic Council of Canada , theWorld Bank , theOECD , the Financial and Fiscal Commission inSouth Africa , theCanadian Tax Foundation and forRoyal Commission s on the Economic Union, on Passenger Transportation and onAboriginal Peoples , and various Canadian government departments.In 2008, he was made an Officer of the
