West Hartlepool , the son of Richard William Vick JP and Emily "née" Oughtred. He was educated atThe Leys School andJesus College, Cambridge . He served in theDurham Light Infantry duringWorld War I , beingcalled to the bar at theInner Temple in 1917, and practised successfully, largely as acriminal law yer.Wade Baron (1966) "p."58] He served variously as a recorder in Richmond (1930-1931), Halifax (1931-1939) andNewcastle-upon-Tyne (1939-1956). He was subsequently made acounty court judge, and became abencher of the Inner Temple.His service on public enquiries included:

*Theblack market inpetrol (1948);
*Lynskey tribunal intopolitical corruption (1948);
