Set in the
Los Angeles Police Department inApril 1992 , the movie is a thriller that takes place just days before the acquittal of four officers in the beating of black motoristRodney King and the subsequent L.A. riots. In this racially-charged climate, the LAPD's elite Special Investigations Squad (SIS) is assigned a high-profile quadruplehomicide . As they work the case, veterandetective Eldon Perry (Russell), known for his tough street tactics and fiery temper, tutors SIS rookie Bobby Keough (Speedman) in the grim realities of police intimidation and corruption. Meanwhile, Assistant Chief Arthur Holland (Rhames) believes the SIS to be corrupt and is the only ranking officer in the department willing to stand up to the SIS and their corrupt commander Jack Van Meter (Gleeson). Holland has recently turned down a position as chief of the Cleveland Police Department in order to become Los Angeles' firstAfrican American police chief.
