Raffaele Carlo Cardinal Rossi, OCD (October 28, 1876—September 17, 1948) was an Italian prelate of the Roman Catholic Church. He served as Secretary of Sacred Consistorial Congregation in the Roman Curia from 1930 until his death, and was elevated to the cardinalate in 1930.

Biography

Born in Pisa, Raffaele Rossi entered the Discalced Carmelite on October 3, 1887, and made his profession on December 19, 1899. He was ordained to the priesthood on December 21, 1901, after studying at the Carmelite International College and Carmelite Scholasticate in Rome. He then taught at Carmelite houses of studies from 1902 to 1920.

On April 22, 1920, Rossi was appointed Bishop of Volterra by Pope Benedict XV. He received his episcopal consecration on the following May 25 from Gaetano Cardinal De Lai, with Archbishop Rinaldo Rousset, OCD, and Bishop Pio Bagnoli, OCD, serving as co-consecrators, in the church of "S. Teresa al Corso d'Italia". Before being promoted to Titular Archbishop of Thessalonica on December 20, 1923, Rossi was named Assessor of the Sacred Consistorial Congregation and secretary of the College of Cardinals on June 7 of that same year.

Pope Pius XI created him Cardinal Priest of "S. Prassede" in the consistory of June 30, 1930, in advance of Rossi's appointment as Secretary of the Sacred Consistorial Congregation on July 4, 1930. As Secretary, Rossi was essentially the head of that dicastery as the Pope traditionally held the title of Prefect. He was also one of the cardinal electors who participated in the 1939 papal conclave that selected Pope Pius XII.

The Cardinal died in Crespano del Grappa, at age 71. He is buried at the church of "S. Teresa al Corso d'Italia", where he had been ordained a bishop.
