Finnell had two tenures with
International Voluntary Services , as Program Director in Washington, DC (1971-72) and as Staff in Laos (1966-68). In the interim, he was Project Officer for theInternational Development Foundation , serving in Colombia and Ecuador. Finnell's international career began as aPeace Corps volunteer inEcuador from 1964-66.From 1972 to 1979, Finnell helped found and develop
Private Agencies Collaborating Together (PACT), a U.S.-based international consortium of NGOs, serving as its Deputy Executive Director and managing a Development Fund that granted $2.5-$4.0 million annually to socioeconomic development projects.Prior to establishing The Resource Foundation in 1987, Finnell headed his own consulting firm for eight years, supporting the programmatic and management needs of U.S., Canadian and developing world non-governmental organizations (NGOs) in Latin America, Africa and Asia, as well as fulfilling USAID contracts.
Finnell is currently active in

Finnell was listed in
Who's Who Among Students in American Colleges and Universities (1963-64) andOutstanding Young Men of America (1970). He has been honored twice by his alma mater, Manchester College in North Manchester, Indiana, once for his philanthropic activity (1997), and later with an Alumni Award (2002). In 2006, Finnell received theSargent Shriver Award for Distinguished Humanitarian Service.
