Texarkana, Texas , Patman attended the public schools of Texarkana andWashington, D.C. .He graduated fromKemper Military School ,Boonville, Missouri , 1944. B.B.A.,University of Texas, Austin , 1953, and LL.B., 1953.He served in theUnited States Marine Corps , private first class from 1945 to 1946, andUnited States Air Force Reserve, captain from 1953 to 1966. Diplomatic courier, United States Foreign Service from 1949 to 1950.He was admitted to the Texas bar in 1953 and was legal examiner, Texas Railroad Commission from 1953 to 1955.He commenced the private practice of law in 1955. City attorney, Ganado from 1955 to 1960.He served in theTexas Senate from 1961 to 1980.He served as delegate, Texas State Democratic conventions from 1960 to 1978.Patman was elected as a Democrat to the Ninety-seventh and Ninety-eighth Congresses (
January 3 ,1981 -January 3 ,1985 ).He was an unsuccessful candidate for reelection to the Ninety-ninth Congress.He is a resident ofGanado, Texas .ource
