Greenwood, Mississippi , Franklin graduated from Greenwood High School,Greenwood, Mississippi .He graduated fromMississippi State University , Starkville in 1963 with a B.A.He received his LL.B. and J.D., from theUniversity of Mississippi , Oxford, 1966.He was admitted to the bar.He was in theUnited States Army Judge Advocate General's Corps, 1966.He served inUnited States Army , major from 1963 to 1970.He worked private practice of law, Greenwood, from 1970 to 1972.He served as assistant district attorney, Fourth District, Mississippi, from 1972 to 1978.Franklin was elected circuit judge, Fourth District, Mississippi, from 1978 to 1982.
Franklin was elected as a Republican to the Ninety-eighth and to the Ninety-ninth Congresses (
January 3 ,1983 –January 3 ,1987 ).He was an unsuccessful candidate for reelection to the One Hundredth Congress in 1986.He resumed the practice of law.He is a resident ofGreenwood, Mississippi .References
