William Arthur Winstead (
January 6 ,1904 –March 14 ,1995 ) was a U.S. Representative fromMississippi .Born near
Philadelphia, Mississippi , Winstead attended the public schools Clarke Memorial College, inNewton, Mississippi , and theUniversity of Alabama at Tuscaloosa .He graduated from Mississippi Southern College at Hattiesburg in 1931. Winstead was an agriculturalist and superintendent of education ofNeshoba County, Mississippi from 1935 to 1942.He was elected as a Democrat to the Seventy-eighth and to the ten succeeding Congresses (
January 3 ,1943 -January 3 ,1965 ).He was an unsuccessful candidate for reelection in 1964 to the Eighty-ninth Congress. He resumed agricultural pursuits and later became an automobile dealer. He served the commissioner for the, Mississippi Department of Public Welfare from 1968 to 1971. He diedMarch 14 ,1995 inPhiladelphia, Mississippi and was interred at Cedar Lawn Cemetery,Philadelphia, Mississippi .References
