September 19 ,1873 -April 3 ,1950 ) was a U.S. Representative fromOklahoma .Born in
Morgantown, Kentucky , Howard attended the public schools. Learned the art of printing and engaged in newspaper work inKentucky, Oklahoma , and Missouri.He moved toTulsa, Oklahoma , in 1905 and engaged in the manufacture of brick and in the production of oil and gas.He served as member of the State board of public affairs 1911-1915. State auditor of Oklahoma 1915-1919.Howard was elected as a Democrat to the Sixty-sixth Congress (
March 4 ,1919 -March 3 ,1921 ).He was an unsuccessful candidate for reelection in 1920 to the Sixty-seventh Congress.Howard was elected to the Sixty-eighth Congress (
March 4 ,1923 -March 3 ,1925 ).He was not a candidate for renomination in 1924, but was an unsuccessful candidate for the Democratic nomination forUnited States Senator .Howard was elected to the Seventieth Congress (
March 4 ,1927 -March 3 ,1929 ).He was an unsuccessful candidate for reelection in 1928 to the Seventy-first Congress.He engaged in the production of oil and gas in Oklahoma and Texas in 1930.He died inMidland, Texas ,April 3 ,1950 .He was interred inMemorial Park, Oklahoma City, Oklahoma.ource
