July 23 ,1867 -December 9 ,1932 ) was a U.S. Representative fromOhio .Born on a farm near
Wilmington, Ohio , Allen attended the public schools.He was graduated from Wilmington High School in 1886 and from the law school of the University ofCincinnati, Ohio , in 1890.He was admitted to the bar in 1890 and commenced practice inCincinnati, Ohio . United States commissioner 1896-1900.He served as delegate to the Democratic State conventions at Columbus in 1901 and 1908.He served as member of the city council 1906-1908.He served as member of the board of the sinking-fund trustees of Cincinnati 1908-1910.Allen was elected as a Democrat to the Sixty-second, Sixty-third, and Sixty-fourth Congresses (
March 4 ,1911 -March 3 ,1917 ).He declined to be a candidate for renomination in 1916.He resumed the practice of his profession in Cincinnati.He served as delegate to the Democratic National Convention at San Francisco in 1920.He served as president of the Cincinnati Bar Association in 1925 and 1926.He died inCincinnati, Ohio ,December 9 ,1932 .He was interred in Sugar Grove Cemetery,Wilmington, Ohio .ource
