Stone Ridge, New York , Lounsbery was graduated from Rutgers College,New Brunswick, New Jersey , in 1851.He attended the law department of theNew York University inAlbany, New York .He was admitted to the bar in 1853 and engaged in practice. During the Civil War was commissary of the Twentieth Regiment, New York Militia, with the rank of first lieutenant, during its three months' service.He served as member of the State assembly in 1868.He served as mayor of Kingston 1878-1880.Lounsbery was elected as a Democrat to the Forty-sixth Congress (
March 4 ,1879 -March 3 ,1881 ).He died inKingston, New York ,November 8 ,1905 .He was interred in the Wiltwyck Rural Cemetery.ource
