Derry ,Ireland , Wiley immigrated to the United States in 1850 with his parents, who settled inErie County, New York .He attended the common schools.He engaged in mercantile pursuits and the real estate business inColden, New York .He served as member of the State assembly in 1871 and 1872.He served as delegate to the Democratic National Conventions in 1884, 1888, and 1892.Wiley was elected as a Democrat to the Fifty-first Congress (
March 4 ,1889 -March 3 ,1891 ).He declined to be a candidate for renomination in 1890.He was appointed onApril 24 ,1893 , by President Cleveland, consul atBordeaux, France , and served untilJuly 31 ,1897 . Resided inJacksonville, Florida , during the winter and inColden, New York , during the summer months.He died in St. Catharines, Ontario, Canada,August 13 ,1912 .He was interred inCrown Hill Cemetery ,Indianapolis, Indiana .ource
