Baltimore, Maryland , Smart moved with his parents toCoila, Washington County, New York, in 1849.He attended Cambridge (New York) Academy andUnion College ,Schenectady, New York , and was graduated from Jefferson College,Canonsburg, Pennsylvania , in 1863.He entered theUnion Army in January 1864 as first lieutenant in the Sixteenth Regiment of New York Heavy Artillery.He was promoted to a captaincy, and was honorably discharged in August 1865.He engaged in newspaper work atCambridge, New York , in 1865 and published the Washington County Post.Smart was elected as a Republican to the Forty-third Congress (
March 4 ,1873 -March 3 ,1875 ).He was not a candidate for renomination in 1874.He was appointed collector of internal revenue for the northern district of New York and served fromMarch 31 ,1883 , untilNovember 9 ,1885 .He served as member of the Republican State central committee for many years.He died inCambridge, Washington County, New York,September 17 ,1903 .He was interred in Woodland Cemetery.ource
